Yes, fullpage.js is compatible with Divi. Very soon we will release a WordPress plugin for Divi. If you want to be notified when it is released just subscribe here.
Meanwhile you can manually integrate fullpage.js in your website. All the information you need to do it is in the fullpage.js documentation. You can use one of the available examples as a template.
Notice that fullpage.js will not work just by uploading the fullpage .zip file as if it was a WordPress plugin.
